In its sixth year, the Symposium builds on the success and positive impact of its previous five editions to bring together the next generation of stakeholders with an interest in the Black Sea area, introducing a new dimension, civil society, as a key element to economic growth, sustainable development and social change. The 6th IBSS will be held in Athens, Greece, on 4-6 July 2013.

ICBSS is expanding its database of potential candidates who can be called upon for long or short-term assignments as temporary consultants on a project basis.
All applicants must possess as a minimum:
- a recognised university degree (preference for advanced degrees);
- excellent knowledge of English, including advanced writing, research and communication skills;
- fluency in any other language will be considered an asset;
- proven past experience in working with international donor agencies and proven ability to work in transition economies.
Please note that in doing so you are not applying for a particular assignment. You will receive an acknowledgement of receipt of your application. Your details will then be held in the database (only for temporary assignments) and you will be contacted if a suitable opening arises.
ICBSS guarantees that all information submitted will be kept in the strictest confidence.
ICBSS Events 2013
> Armenian Atlantic Association (AAA) together with its youth branch Armenian Youth Atlantic Association (AYAA) will hosted a youth conference “The Black Sea Region: Bringing future decision makers together in the changing world”, in Yerevan, on 14-15 March, 2013. The ICBSS is media sponsor of the event.
> On 12 February 2013, ICBSS Director General, Dr. Zefi Dimadama, had a meeting with Prof. Dr. Kai-Uwe Schrogl, Head of the ESA Policies Dept. in the European Space Agency and Dr. Dionysia-Theodora Avgerinopoulou, Director of the European Institute of Law, Science and Technology (EILST), an affiliated Institute to the ICBSS.
ICBSS Events 2012
The ICBSS DG, Dr. Zefi Dimadama, participated at the 27th Meeting of the Committee of Senior Officials, in Istanbul, on 13-14 December 2012.
Dr. Zefi Dimadama, met with the Rector of the University of Bucharest, Dr. Mircea Dumitru, and the Vice-Rector Dr. Liviu Papadima, on 3 December 2012. Furthermore, during her visit in Bucharest, Dr. Dimadama participated as a speaker on “Black Sea region: a pivotal energy crossroad for East and West”, in the Romania Oil & Gas Conference that was held in Bucharest, on 4-5 December 2012. Dr. Zefi Dimadama met with Mr. Rauf Zeyni, President of National NGO Forum of Azerbaijan, in Baku, on 21-23 November 2012.
Dr. Zefi Dimadama, ICBSS DG, participated in the International Conference on “Energy Efficiency: Economic & Institutional Aspects and Perspectives”, that was jointly organised by the Center for Strategic Studies under the President of Azerbaijan (SAM) and the International Centre for Black Sea Studies (ICBSS), in Baku, on 21 November 2012. - Dr. Zefi Dimadama participated in the International Conference on “Energy Efficiency: Economic & Institutional Aspects and Perspectives”, that was jointly organised by the Center for Strategic Studies under the President of Azerbaijan (SAM) and the International Centre for Black Sea Studies (ICBSS), in Baku, on 21 November 2012.

- In October (24-25), Ms. Anna Andricopoulou, ICBSS Project Manager, participated at the 5th Edition Black Sea NGO Forum “Participation and inclusion for responsible development” in Bucharest.
- In October (16), the ICBSS organised a Workshop on “Black Sea Knowledge Institutions Turn Green”. The Workshop was organised within the framework of the research project “Green Cluster of Knowledge Institutions of the Black Sea: A Roadmap on Renewable Energy Sources and Energy Efficiency for Research and Academic Institutions”, which is co-funded by the BSEC-Hellenic Development Fund (HDF) and coordinated by the ICBSS, aiming at transferring know-how and at enhancing capacity building and cooperation linkages in the fields of Energy Efficiency and Renewable Energy Sources to research and academic institutions of the Black Sea countries and beyond. The Workshop aimed at further promoting the project’s outcomes and for this purpose, it successfully brought together representatives from the academic and research communities as well as, from the public and private sector. The establishment of a Network of “Green Cluster of Black Sea Knowledge Institutions”, that constitutes the flagship of the project, is committed to support regional partnership; to address the key energy challenges; to disseminate the project’s outcomes and to promote the use of renewable energy sources and energy efficiency practices in the Black Sea area.
- ICBSS DG, Dr. Zefi Dimadama, participated as a speaker on “Black Sea Region: New Perspectives towards an Energy Roadmap” at the “Balkans Oil & Gas Summit” organised by International Research Networks, in Athens, 26-28 September.

The Green Cluster aims at supporting a regional partnership of academic and research institutions of the Black Sea countries, able to address the key energy challenges, disseminate the project’s outcomes and promote the use of renewable energy sources and energy efficiency practices in the Black Sea area.

In its fifth year, the International Black Sea Symposium (IBSS) project builds on the success and positive impact of its previous four editions and brings together the next generation of stakeholders with an interest in the Black Sea area. The 5th International Black Sea Symposium on “The Black Sea region as an influential crossroad between East and West: a path towards extroversion” was held in Athens, Greece, from 2 July to 4 July 2012. The ICBSS welcomed young professionals and international experts, for an intensive course on Black Sea issues.The event’s working language was in English.

BLACK SEA KNOWLEDGE INSTITUTIONS TURN GREEN
The Roadmap for awareness and implementation of energy efficiency and use of renewable energy sources (RES) addresses “knowledge institutions” in the Black Sea countries that are willing to make a commitment to assess, manage and improve their energy performance, aiming at reducing their conventional energy use, using energy efficiently, introducing the use of renewable energy sources, mitigating the effects of climate change and, thus, saving costs. The term “knowledge institutions” refers to research and academic institutions, such as universities, academies of science and research centers. This roadmap is compiled in the frame of the research project “Green Cluster of Knowledge Institutions of Black Sea: A Roadmap on Renewable Energy Sources and Energy Efficiency for Research and Academic Institutions”, which is co-financed by the BSEC-HDF Committee and coordinated by the International Centre for Black Sea Studies (Greece) with the participation of TUBITAK Marmara Research Center (Turkey) and National Research University – “Higher School of Economics” (Russia).

The establishment of the Taiwan Academy originates from the Republic of China President Ma Ying-Jeou’s cultural policy. Taiwan is the major Chinese cultural center where Confucianism, Buddhism, Zen, literature, architecture, arts and crafts, and traditional customs are promoted and preserved more completely as compared to the many regions influenced by Chinese culture. So far, a number of the Taiwan Academy Resource Centers have been established to disseminate information and organize seminars, workshops, and other activities that promote philosophy, literature, and arts. By doing so, the Taiwan Academy hopes to enhance cultural exchanges between Taiwan and the international community.
Formal Visit to Tbilisi
Within the framework of further promoting regional cooperation, ICBSS Director General, Dr. Zefi Dimadama, paid a visit to Tbilisi, as a special guest of the Ministry of Foreign Affairs of Georgia. Dr. Dimadama was accompanied by ICBSS Alternate Director General, Ambassador David Kereselidze. The scope of the visit was to further promote bilateral cooperation in fields of common interest such as energy security, environmental protection and sustainable development with a view to establishing an extended network of collaboration within the BSEC Member States.

Affiliation between the International Centre for Black Sea Studies (ICBSS) and European Institute of Law Science and Technology (EILST)
Dr. Zefi Dimadama, Director General of International Centre for Black Sea Studies, (ICBSS) and Dr. Dionysia-Theodora Avgerinopoulou, Director of the European Institute of Law, Science and Technology (EILST) signed an Affiliation Agreement, in Athens, on 24 February 2012, aiming at establishing and developing cooperation between the two organisations with a view to promoting and enhancing the dialogue in fields of common interest.

It is with great pleasure that I am welcoming you to our new interactive web platform, a useful tool for the exchange of valuable information and knowledge; aiming at strengthening cooperation in the wider Black Sea area.
This new digital platform, designed by a professional web designer, emphasizes to the ease of use for all the guests and users. Guest visitors will be able to be informed about the Centre, our aims, goals, activities, projects, books and publications as well as future events. In addition, visitors will also be able to register on-line and gain access to a “members only” content section, create a users profile, upload articles, post comments on existing ones, access a discussion forum and an on-line document repository.
Furthermore, the ICBSS Web GIS is a brand new interactive tool with main goal to diffuse statistical and indicator data for the countries of the Black Sea via the internet, and present them mainly as maps. Under these terms the expected audience should be familiar with the basic mapping functionalities and terminology, but special care is taken in order to present an application interface that is easily used by both experts and non-experts.
Please keep in mind that the site is still on a trial base and some parts are under construction.

The Black Sea Research Programme (BSRP)
The development of a “Black Sea Research Programme” (BSRP) constitutes a task and a deliverable of the BS-ERANET project. To implement this task a Task Force has been set-up that discussed the issue at a meeting in Istanbul (3/11/2010) and agreed to prepare a draft that, after consultation and consolidation by the Task Force members, will be presented to the BS-ERANET Steering Board for further improvement and approval. As a next step, the BSRP will be presented to potential stakeholders in order to seek their opinion and possible involvement in the implementation of the Programme.

"A Perspective on Tourism in the BSEC Countries"
Tourism as the world’s largest industry and fastest growing economic segment experienced growth in spite of the harsh practicalities of recent crisis, thus trend is upward encouraging countries all over the world to contribute more resources to it. Black Sea Area with its historical heritage, diversity and exquisite flora and fauna has potential to benefit from the tourism industry. Throughout the decades by enforcing multilateral economic ties, BSEC has served as the platform under which various projects and declarations concentrating on the tourism was implemented. Necessity of sustainable development of tourism industry in the Black Sea area in order to achieve economic benefits for all is vivid and therefore gives motivation for higher level cooperation and importance of mutual consent between states. This policy brief touches upon benefits and challenges of tourism industry in the Black Sea region while underlining the significance of promotion of tourism in the area.
Xenophon Paper No. 12In the light of the 20th Anniversary of the Organization of the Black Sea Economic Cooperation Organization (BSEC), the International Centre for Black Sea Studies (ICBSS), as a BSEC related body and its acknowledged think tank, is taking the initiative, with this Xenophon Paper Anniversary Edition, to create a publication with the valuable contribution of experts and Heads of the Organization of the BSEC and its related bodies, based on the twofold concept of the role and the progress of the BSEC Organization and its related bodies and the new priorities of the Black Sea region.The last twenty years, the Organization of the BSEC, as a multilateral economic initiative has managed to promote stability and prosperity among the Member States while encouraging and inspiring interaction and cooperation in the Black Sea region. Nevertheless, after these years of modest, yet incremental evolution of the Organization, several questions seem to remain unanswered.

This analytical paper has been written under the 7th Framework Programme funded project “S&T International Cooperation Network for Eastern Europe and Central Asia” (IncoNet EECA). The project aims to support and strengthen the scientific cooperation between the EU and EECA region.
This report addresses the participation of the EECA countries in the Life Long Learning programme (LLP), Erasmus Mundus and Tempus with regards to academic institution building, human potential development and joint training activities. The analytical findings of this report result in the Draft recommendations for exploiting the opportunities and the synergies between S&T cooperation and Lifelong Learning Programme that will be further considered in international dialogue fora (e.g. policy stakeholder conferences).
