10:10 – 11:40  Session I: Building on Reliable Energy Cooperation: Strategic Options

Energy is a factor shaping development and political affairs, and certainly energy security is a driving force in international bilateral and/or multilateral agreements. National energy policies include economic, security and environment related aspects. The objective is to analyse current strategies, their structures and instruments, including energy security, the costs of supply disruption, national petroleum reserves, efforts of importing countries to assure direct access to the energy resources and the diversity of supply sources. How are the strategic options of the Black Sea countries (and beyond) shaped and influenced? The Round Table Discussion is going to focus on the relations between energy exporting and energy importing countries, and on the role of such international actors and organisations.

12:30 – 14:00  Session II: Supply Security: Meeting Energy Demand

Looking at the energy production cycle, the transport and distribution of energy poses a specific set of problems. The transport capabilities of energy, including maritime and land transportation, are a serious concern for producer and transit countries. The private sector and energy industry are however key energy stakeholders and determine the global flow of energy resources, its share in international trade, transportation routes, storage and processing. This session is going to analyse these factors in the context of forecasts on availability of energy resources and of trends in consuming markets, including energy use in countries of the wider Black Sea area. Discussion will focus on the regional implications of those processes and on regional solutions.

How is the energy landscape in the wider Black Sea area being shaped? What are the scenarios for the strategic options of the state players and the companies alike? How central is the Black Sea going to be in the supply – demand equilibrium?
